Including my loom I sent to Mingxi and he confirmed this is a design issue - not a bug. When drafts are created at the practice level (multiple providers) the saved draft always defaults to the primary provider. The filters is also very confusing.. It will always display all drafts regardless of the provider. When you select that provider the draft seems to save under their name. This needs to be updated as it can cause several mistakes. We also need a filter all button once this updates.
